Senior Procurement Officer



Description:





The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development (USAID).





Job Summary / Responsibilities:         





Develop, plan and manage policies and strategies related to procuring supplies and services (in accordance with FHI, USAID and other donor policy) in support of all FHI offices and projects at Country Office and Field Offices, both domestic and international sourcing.

Duties and Responsibilities:


  • Participate in the negotiation of contract terms on a range of procurements and monitor delivery of exact specifications.

  • With the AD, develop policy and systems for FHI 360 procurement at CO and Field office level, identifying what is procured locally and what nationally.

  • Plan, coordinate and manage the central procurement activities of FHI with CO and Field Offices, including storage and delivery.

  • Train staff at the zonal level in procurement rules and processes and record keeping.

  • Monitor procurement processes and compliance with FHI procedures at CO and field level.

  • Implement sourcing strategies to support corporate and zonal objectives, providing FHI 360 competitive advantage in the areas of materials, supplies, and services.

  • With the AD, develop new or improved purchasing procedures to maintain economy and efficiency of FHI 360 operations. 

  • Prepare specifications, compare bids received and present recommendations on purchases to management.

  • Develop contracting arrangements, in liaison with Contracts and Grants, with selected vendors which meet FHI 360’s standards on quality assurance.

  • Ensure that all procurement in FHI 360 is carried out in a timely and efficient manner and in compliance with FHI’s value for money and transparency and donor guidelines/regulations on procurement.

  • Adhere to all FHI required procurement budgets, FHI 360 and donor purchasing guidelines, policies and controls on procurement.

  • Manage suppliers, cost, quality, and performance delivery.

  • Drive continuous improvement in all aspects of the procurement process.

  • Undertake tendering, evaluation, placement and monitoring of a portfolio of Country Office and Field Offices procurement.

  • Coordinate formal bids and request for proposal (RFPs).

  • Review and assist in the development of specifications, terms and schedules.

  • Prepare specifications, compare bids received and present recommendations on purchases to management.

Qualifications:


  • BS/BA degree in relevant field with 5 – 7 years of relevant procurement experience.

  • Or MS/MA degree in relevant field with 3 – 5 years relevant procurement experience.

  • Minimum of 2 years supervisory experience in procurement.

Technical Officer, Mitigation



Description:

Job Summary / Responsibilities:





The TO, Mitigation will assist in the provision of technical support to the implementing agencies in mitigation activities for FHI 360 Nigeria’s program. This includes supporting the implementation of mitigation activities (sexual and biomedical) and strategic behaviour change interventions, testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities.

Duties and responsibilities:


  • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions. This includes orphans and vulnerable children programming; home based care and other care and support activities at the community level. 

  • Support the development and implementation of interventions focusing on nutrition, food security, education and skills development; psychosocial/spiritual support and shelter; household economic strengthening, legislative support and child protection. 

  • Assist in the provision of technical support to build the capacity of local implementing agencies and state counterparts to carry out orphans and vulnerable children and other mitigation activities and create effective linkages with facility based services. 

  • Support HIV testing and counseling (HTC) services at multiple entry points at the facility and community level and ensuring access to most at risk populations and couples. 

  • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation and behavior change intervention among most at risk populations i.e. PLHIV, MARPs to reduce sexual transmission. 

  • Support the implementation of Abstinence, Be faithful, Condom (ABC) and Other Mitigation (OM) activities as well as guide the provision of technical assistance to implementing partners on SBC activities. 

  • Assist in the development of SBC/ IEC/media materials for the program. 

  • Collaborate with the lab team on design and strengthening injection and blood safety practices across SIDHAS supported facilities.

Qualifications:


  • BS/MD/PHD or similar degree with 1 to 3 years public health experience at the state or community level or in the private health sector. 

  • Or MPH or MS/MA in relevant degree with 3 to 5 years public health experience at the state or community level or in the private health sector. 

  • Or BS/BA in pharmacy, microbiology, health sciences, monitoring and evaluation, public health or in relevant degree with 5 to 7 years public health experience at the state or community level or in the private health sector. 

  • Demonstrable experience in large and complex SBC/BCC mobilization activities in a donor (USAID, DFID, CIDA, etc.) funded national health-focused project.

Senior Technical Officer, PMTCT



Description:

Job Summary / Responsibilities:





To provide technical and programmatic leadership and support to Integrated Maternal Newborn & Child Health (IMNCH) strategies and approaches related to implementation of high quality care and support activities. The basic responsibility is to provide project management and technical advice on maternal and child health, with primary focus on PMTCT and technical support on emergency neonatal and obstetric care, prevention of malaria, diarrhoeal disease, HIV/AIDS, nutrition and immunization activities.

Duties and responsibilities:


  • With the Associate Director, Care and Treatment provide technical leadership and technical support related to maternal health with primary focus on prevention of mother to child transmission (PMTCT) strategies and approaches related to implementation of programs. 

  • In collaboration with FHI staff, provide technical assistance to public sector (FMOH) and private organizations to design, develop, implement, monitor and evaluate strategies to effectively integrate PMTCT and related issues into the HIV/AIDS service delivery elements as appropriate. 

  • Undertake development of guidelines, tools and recommendations related to the implementation, evaluation of PMTCT and related maternal and child health activities.

  • Contribute to development of lessons learned from programs and projects related to PMTCT and apply these lessons to modify existing program and improve the design of new programs. 

  • Sustain links at programmatic and field level activities with other IMNCH components (pediatrics, reproductive health). 

  • With the Associate Director, coordinate the design and implementation of maternal health programs including prevention of mother to child transmission in field-level projects and programs. 

  • Work in close collaboration with the TB and Integrated Medical Service Unit in the implementation of integrated HIV, TB and other medical services at the facility level. 

  • Contribute to development of lessons learned from programs and projects related to maternal health and apply these lessons to modify existing program and improve the design of new programs. 

  • Represent FHI/Nigeria to donors and government officials on issues of maternal health and clinical management of HIV/AIDS. 

  • Remain informed on current programs in the field of maternal health and PMTCT and related development field and contribute to FHI’s global lessons learned in maternal health and HIV/AIDS.

Qualifications:

Duties and responsibilities:

Basic function:

Under the direction of the Senior Finance and Admin Officer, the driver shall provide a variety of transportation support to the project.




Duties and responsibilities:
  • Convey FHI 360 Nigeria Staff and Consultants to designated approved locations.

  • Ensure adequate safety, cleanliness, security and maintenance of the project vehicle assigned.

  • Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.

  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and necessary spare parts.

  • Plan route and requirements by studying schedule or ad-hoc request by the office.

  • Ensure passengers adhere to all road safety regulations.

  • Fulfill special request by picking up and delivering items as directed and running errands

Qualifications:

Finance & Administrative Assistant



Description:

Job Summary / Responsibilities:





Under the direction of the SFAO, the Finance and Administrative Assistant will be responsible for the provision of accounting, administrative, and logistical support services to the state office.

Duties and responsibilities:


  • Prepare monthly financial report forms which accompany executed sub project documents.

  • Prepare monthly reporting/ budgets data entry into excel spreadsheets and automated MIS reports and disseminate information to country office.

  • Assists the SFAO in arranging travel logistics for state office staff, consultants and training participants including hotel reservations and where required, arranging airport and hotel pick-ups.

  • Handles all photocopying assignments, development and printing of photographs including reproduction of recorded videotapes for the zonal office.

  • Assists the SFAO in the provision of logistic support for workshops and trainings.

  • Assists the SFAO in the maintenance of an efficient records/storage of all office supplies.

  • Serves as point of contact for logistical and administrative needs in the office.

  • Coordinates all administrative and secretarial support services for the state office (as relevant).

Technical Officer, Laboratory Services



Description:

Job Summary / Responsibilities:





Liaise with the Senior State Technical Officer to provide technical support and implement high quality laboratory services for FHI360 Nigeria programs.

Duties and responsibilities:


  • Provide technical support related to the laboratory services and management component of HIV/AIDS care and treatment program. 

  • Provide technical assistance in capacity building for laboratory services to FHI360 and facility staff. 

  • Provide technical support on laboratory quality assurance issues at the state office level. 

  • Coordinate the inventory management along with AXIOS to ensure adequate stock and quality data capture in the DHIS.

  • Contribute to development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and liaise with STO to apply these lessons and modify existing program. 

  • Represent FHI360 on issues of laboratory management of HIV/AIDS at the state level.

  • Remain informed on current programs in the field of laboratory management of HIV/AIDS and related development fields by reviewing current literature and staying alert to any implication of such experience and research for department activities as outlined by the technical supervisor.

Qualifications:


  • BSc in Laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 3 years experience in provision of laboratory support for HIV/AIDS. 

  • Or Master degree in Laboratory sciences or related field with 3-5 years post national youth service experience and a minimum of 3 years experience in provision of laboratory support for HIV/AIDS. 

  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred. 

  • Certification of license to practice as a medical laboratory scientist is required.

  • Experience in Laboratory TB services is an advantage.

Technical Officer, Monitoring & Evaluation

Job Summary / Responsibilities:






Basic Function:
The Technical Officer (M&E), under the supervision of the Senior Technical Officer (M&E) and State Program Manager, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the implementation of monitoring and evaluation activities for the state office. The Technical Officer (M&E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

Duties and responsibilities:


  • Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements. 

  • Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.

  • Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

  • Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.

  • Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

  • Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.

  • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.

  • Provide technical assistance to M&E officers of SACA/SASCP in integrating FHI 360 data into the national HMIS.

  • On a monthly basis, analyze state-level data and provide approved reports to State Office, National Office and local partners or other relevant parties.

  • Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.

  • Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

  • Represent FHI 360 and makes presentations at professional meetings and conferences related to Monitoring and Evaluation.

  • Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; be alert to any implication of such research for project and program activities.

Qualifications:

Job Summary / Responsibilities:                                             





As a member of the Program Management Team, working with the AD, the SPO State Programs provides oversight, coordination, monitoring and reporting of all FHI Nigeria activities in the assigned states.

Duties and Responsibilities:


  • Provide management support to the state offices and IAs focusing on work plans, sub agreement management, periodic fund requests, review of MFRs/SFRs, and reporting. 

  • Develop and oversee execution of systems for initiation, implementation, monitoring, amendment and close out of all SIDHAS IAs’ sub agreements 

  • Ensure that FHI delivers on all its promises to donors and other stakeholders (achieve set targets, deliver quality services). 

  • Monitor and enforce compliance with donor and FHI policies by state offices and IAs. 

  • Ensure appropriate monitoring of sub grants to achieve financial, administrative, and programmatic goals.

With the support of the Senior Technical Officer and the Technical Officers in PCT and M&E unit, the Assistant Technical will provide technical, programmatic and Laboratory support to implement high quality state and L.G.A. level HIV/AIDS, PMTCT, RH/HIV, TB, HCT and other services at the state level.
In addition, will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

S/He will enter program data into the FHI 360 data management software for subsequent analysis; identifies and follows up missing data; undertakes basic validation checks, and stores and disseminates data and hardcopy files as appropriate


Duties and responsibilities:


  • Contribute to the development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP, TB and integrated medical services and apply these lessons to improve the design of new and existing programs. 

  • Provide technical and programmatic support to implement high quality care and support activities in PMTCT/EID sites in collaboration with appropriate GoN stakeholders ensuring timely and adequate documentation. 

  • Support the implementation of facility and community-based Prevention, Care & Treatment activities including strengthening referrals and linkages, improve demand creation for HIV/AIDS services, mentor community-based organizations and support groups to comprehensive services.

  • Support the integration of HIV/AIDS services into routine health services including reproductive health, routinely monitor and report performance indicators and engage in quality improvement measures.

  • Work with the State Technical Officer to contribute to the development of program strategies, subproject documents, work plans and budgets including programmatic assistance to local partners.

  • Bring to the knowledge of the State Technical Officer – M&E questions that need to be solved such as inconsistencies or missing data by the originators of the source data.

  • Assist the State Technical Officer – M&E in providing support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support preparation and sorting of source documents for data to be entered into DHIS and reported to the Donor.

  • Assist in conducting routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.

  • Work with the STOs to ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

  • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.

  • Work with the STO to document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

  • Perform other duties as assigned.





Qualifications:


  • MB.BS or similar degree with minimum of 1 year relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT, TB and anti-retroviral therapy (ART) in resource constrained settings.

Job Summary / Responsibilities:






Provide technical support to implement high quality care, treatment and support activities with primary focus on clinical management of HIV/AIDS including provision of Anti-retroviral therapy (ART).
The SSTO will also provide technical leadership and support to the implementing agencies in prevention and mitigation at the state level. It includes supporting the implementation of prevention activities (sexual and biomedical) and strategic behavior change interventions, testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities

Duties and responsibilities:


  • Provide technical leadership and technical support related to clinical management and home-based care HIV/AIDS strategies and approaches related to implementation of programs.

  • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions. This includes orphans and vulnerable children programming; home based care and other care and support activities at the community level.

  • With the Associate Director/Clinical Services and the State Program Manager, coordinate the design and implementation of components related to clinical management of, and home-based care for HIV/AIDS, including the use of Anti-retroviral treatment in field-level projects and programs. 

  • Provide technical assistance in HIV/AIDS care and support capacity building at the state level.

  • Development and implementation of interventions focusing on nutrition, food security, education and skills development; psychosocial/spiritual support and shelter; household economic strengthening, legislative support and child protection. 

  • With Associate Director/Clinical Services, develop guidelines, tools and recommendations related to the implementation, evaluation and monitoring of HIV/AIDS care and support programming.

  • Development of strategies for the design and implementation of HIV/AIDS prevention, behaviour change intervention among most at risk populations i.e. PLHIV, MARPs to reduce sexual transmission. 

  • Support the implementation of Abstinence, Be faithful, Condom (ABC) and Other Prevention (OP) activities as well as guide the provision of technical assistance to implementing partners on SBC activities. 

  • Work in close collaboration with the TB and Integrated Medical Service Unit in the implementation of integrated HIV, TB and other medical services at the facility level. 

  • Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity building to field programs. 

  • Work with relevant staff to coordinate the design and implementation of facility based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment.

  • Provide ongoing technical assistance in HIV/AIDS clinical management for FHI 360 Nigeria programs including management of OIs and PMTCT capacity building as well as providing

  • Work with technical relevant technical staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery. 

  • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks. 

  • Assist in the provision of programmatic assistance to local partners in programming HIV/AIDS/STI activities.

  • Provide technical assistance in HIV/AIDS prevention and mitigation capacity building to field programs and develop guidelines, tools and recommendations related to the implementation, evaluation of prevention and mitigation of HIV/AIDS. 

  • Contribute to development of lessons learned from programs and projects related to HIV/AIDS care and support and apply these lessons to modify existing program and improve the design of new programs. 

  • Represent FHI 360/Nigeria to donors and government officials on issues of HIV/AIDS care and support at the state level.

  • Experience in project development with proven experience in the planning and facilitation of training is required.

  • Experience in large and complex SBC/BCC mobilization activities in a donor funded national health focused project is an added advantage.
