Abt Associates seeks a qualified State Program Coordinator / Technical Spe…t 9 to support the International Health Division.
The 5-year USAID-funded Health Finance and Governance project (HFG) provides technical assistance in health systems strengthening around the world. The project addresses the financing, governance, operational, and capacity-building constraints that block access to and use of priority population, health, and nutrition services by people in developing countries. USAID’s Health Finance and Governance (HFG) project is supporting state level efforts to increase the mobilization of domestic resources (RM) for HIV/AIDS programs, particularly with respect to the public sector contribution. Focal states are USAID PEPFAR priority states: Lagos, Rivers, Akwa Ibom and Cross River. HFG’s work in this area to date has identified the processes that relate to budget allocation, budget release and financial reporting of HIV/AIDS financial resources that do not function as they should at the state level. In addition, gaps in resource tracking and advocacy
HFG seeks to hire a State Program Coordinator/Technical Spe…t to coordinate HFG’s activities onresource mobilization (RM) across the four states. The areas of work include public financial management (PFM), resource tracking and advocacy. HFG will support the implementation of stateresource mobilization plans, and the coordinator will track progress and intervene where necessary to facilitate and maintain progress against plans. It is anticipated that the person identified for this role will also be able to provide technical support in the area of PFM to the relevant ministries, departments and agency (MDA) staff responsible for budgeting, financial processes and reporting.
KEY ROLES AND RESPONSIBILITIES
Coordination of HFG activities in the state (liaising with HIV team in Abuja and Bethesda)
Responsible for engaging, coordinating and communicating with stakeholders and partners working in RM
Identifying Ministry of Economic Planning (MEPB) PFM processes, identifying gaps and the strategy for addressing them
Leading/supporting PFM strengthening for MDAs and all HIV/AIDS resource mobilization efforts
Conduct a political mapping to identify stakeholders and that can promote budget increase for HIV/AIDS in the new administration
Identify and document bottlenecks preventing budget release in the MDAs and line ministries
Relating with and monitor budget officers in the MDAs to facilitate timely budget release to the MDAs and the line ministries
Support SACAs RM advocacy to ensure it is timely and appropriate towards various MDAs
Support MEPB and State Ministry of Finance to ensure resource tracking cycle are completed
Responsible for relevant gathering data from all stakeholders that will feed into the RMS
Support the implementation of the state’s resource mobilization operational plan
PREFERRED SKILLS / PREREQUISITES
The candidate will be located in one of the PEPFAR priority states (Lagos, Rivers, Akwa Ibom and Cross River)
First Degree (minimum), or Master’s Degree (preferred) in Social Sciences, or Biomedical sciences (preferred)
Graduate/certificate level training in financial management/economics/accounting desirable.
5+ years of progressive professional experience in in public sector management or health sector with government or non-governmental institutions. HIV program management desirable.
Proven accuracy in managing information and other organizational data.
Demonstrated project management and leadership capabilities and the ability to lead multidisciplinary and multicultural teams;
Demonstrated ability to ensure that individuals and teams adhere to the highest standards of quality, relevance and timeliness;
Knowledge about US Government development assistance policy and USAID operational procedures is desirable;
High level of computer proficiency and demonstrated good oral and written communication skills.
MINIMUM QUALIFICATIONS
Bachelor’s Degree and 4 years of experience.

In addition coordinator will be responsible for M&E across the four states and the HFG programs MNCH and TB activities for USAID reporting purposes.

Planning and leading quarterly review meetings to ensure learning across the states, leading weekly check-ins with state staff and tracking state level progress against HFG workplans and objectives
Gathering all relevant documentation produced and supporting the Knowledge Management coordinator in ensuring that these are consistent across states and stored/accessible to the Abuja/State/Bethesda teams
Tracking activity progress for USAID reporting purposes and keeping the online HFG M&E system (MandE) up to date for HFG’s HIV/AIDS, MNCH and TB activities.
Supporting the Chief of Party with respect to management duties that relate to the coordination of the four state programs and consultants working on the HFG HIV/AIDS activities.
PREFERRED SKILLS / PREREQUISITES
Located in HFG’s Abuja office with up to 25% travel required, not limited to the HFG focal states.
(6+) years of experience and a master degree OR the equivalent combination of education and experience.

The 5-year USAID-funded Health Finance and Governance project (HFG) provides technical assistance in health systems strengthening around the world. In Nigeria, the HFG project is currently working with the Government of Nigeria (GON) to support sustainability and country ownership of Nigeria’s HIV/AIDS, MNCH and TB programs. The knowledge and communication spe…t provides support to HFG Nigeria in all areas related to knowledge and communication. The KMCS will play a key role in increasing innovation by allowing greater access to knowledge and ideas, and improve collaboration among staff particularly across offices in USAID PEPFAR priority states: Lagos, Rivers, Akwa Ibom and Cross River. He/she would also promote cost savings by reducing duplication of efforts and increasing efficiency with regards to report writing, document production across focal states. The KMCS will work across the three program areas to report out, write up lessons and connect programs to HFG’s overall strategy as well as USAID Nigeria’s MNCH and TB strategies and USAID’s PEPFAR strategy.
KEY ROLES AND RESPONSIBILITIES
Leverage effective processes, systems and tools to share knowledge within HFG project and between partners and stakeholders in particular, as this relates to HFG’s HIV/AIDS work across the USAID PEPFAR priority states.
Coordinate speakers and logistics for staff learning sessions including reviewing or preparing presentations and facilitating IT needs
Contribute to KM resource by documenting best practices and capturing KM practices through written stories (and sharing with other HFG field staff in Lagos, Rivers, Akwa Ibom and Cross River states, HFG Abuja and Bethesda offices)
Assist HFG staff in accessing KM tools and resource developing materials for visibility at meeting, conference, business development opportunities, etc.
Assisting the IT department in maintenance and organization of the shared drives on the office
Developing, writing and disseminating various types of technical and non-technical communications pieces as needed
Support program staff as needed in editing various types of publications
Backstop HFG Nigeria field office with regards to communication/KM needs and ensuring technical assistance is requested and received from Bethesda as necessary.
Support the production of project materials including assistance as needed on editing, layout, and formatting
Provide quality control of HFG Nigeria produced materials and through high level editorial assistance to and review of routine reporting and project publication, such as technical briefs, special reports, external briefings, and presentations and request technical assistance from Bethesda as necessary;
Synthesize and document lessons learned and success stories across the supported state for all HFG activities including (MNCH and TB)
PREFERRED SKILLS / PREREQUISITES
Located in Abuja, Nigeria with 25% travel, not limited to HFG’s USAID priority states.
First Degree (minimum), or Master’s Degree (preferred) in English, Social Sciences, or Biomedical sciences (preferred)
At least two years of progressive professional experience in writing research for publication and presenting research findings to policy professionals
Proven accuracy in managing information and other organizational data.
Proficiency in handling Microsoft Office suite.
