ENGINE FINANCE INTERN


PROJECT DESCRIPTION

GENERAL POSITION SUMMARY

The finance intern will be based in Abuja, and will be providing day-to-day support to the Gender Programs in Abuja under the direct supervision of the Senior Grants & Finance Officer and technical supervisor of Country Finance team based in Abuja.

As part of the responsibilities the Finance intern, the successful candidate will undertake finance and administrative duties, working in close collaboration with programs.

S/he will promptly and effectively provide all the required support to the finance and programs unit so as to deliver the assistance to beneficiaries in a timely, compliant and transparent manner.


ESSENTIAL RESPONSIBILITIES

Provide finance support to Preston in ensuring all payments are well documented.

Assist in the review of all beneficiaries payments on ASSET and ENGINE Program.

Provide support in the collation of relevant documents.

Assist in sorting and filing vouchers during auditor’s visit.

Act as receiving officer for Finance office and maintain relevant documents

Support the team during end of month process.

Any other responsibilities as assigned by manager


QUALIFICATIONS & SKILLS

A relevant Diploma or Degree qualification in Social Science (Accounting, Economics e.t.c) is essential.

A demonstrated ability to multi-task and process information into action as not to delay program activities.

Ability to learn very fast, meticulous and very detailed.

An interest in learning the finance ethics and donor compliance is essential

Fluency in written and verbal English required.


Terms & Conditions:

Intern will be expected to support the project 40hrs per week

HOUSEHOLD ECONOMIC STRENGTHENING ADVISOR (HESA) (LEVEL 8) Jobs in Nigeria


GENERAL POSITION SUMMARY

The HESA will provide overall technical direction on Household Economic Strengthening of the program that is funded by USAID and managed by the lead grant holder- Save the Children.

S/he will assist with the development of innovative economic strengthening strategies for vulnerable households to compliment other Nigerian government, private sector and international donor funded program interventions by strengthening the capacity of Nigerian entities (NGOs, CSO, local financial institutions).

S/he will guide a portfolio of approaches and activities that mitigate economic vulnerability and enable targeted households to better cope with economic shocks allowing them to protect and grow financial, human and social assets.

S/he will facilitate relationships between households caring for OVC and public and private sector actors by identifying economic constraints and ensuring appropriate activities that have long-term viability.

Emphasis will be placed on market-oriented strategies to ensure sustainability of livelihood gains, including: private sector demand-driven job creation, enterprise development, financial education, value chain linkages and appropriate savings, credit and insurance services for various age groups.

The HESA will work closely with Save the Children, counterparts with other donor funded programs, and private sector actors in designing and implementing innovative economic strengthening and livelihoods support approaches

The Household Economic Strengthening Advisor (HESA) will play an important role in the implementation of a five-year program in Northern Nigeria supporting the capacity of Nigerian institutions to scale up care and support services for Orphans and Vulnerable Orphans (OVC) households.


ESSENTIAL JOB FUNCTIONS

Program Management and Technical Oversight:

Work closely with counterparts in other NGOs, donor organizations, and other stakeholder groups to re-design, plan, and implement a comprehensive OVC program.

Provide technical support in one or more of the following areas: market-driven economic development, private sector engagement, microfinance, youth-focused financial services, financial education, village savings and loan associations (VSLA), micro-insurance, entrepreneurship development, and value chain linkages.

Manage implementation of program activities, developing work plans in collaboration with counterparts in other organizations, monitoring implementation, and evaluating impact.

Operations and Management:


Oversee the smooth flow of routine project operations in compliance with Mercy Corps and donor policies and procedures.

Liaise with private sector actors, local government officials, local NGOs and civil society organizations, local religious leaders and other notables to ensure support for and acceptance of Mercy Corps’ programs.

Security:


Work closely with the country team’s security focal point to ensure that program is contributing to and responding to safety and security plans and procedures.

Ensure that program is implemented with a clear analysis and understanding of security management priorities.

Organizational Learning:


As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability to Beneficiaries:


Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


KNOWLEDGE AND EXPERIENCE

MA/S in Business, Finance, Economics, Agriculture, Agribusiness, Agricultural Economics, or related field

At least 5 years work experience with for profit organization, non-governmental organization (NGO) or for-profit agribusiness working with vulnerable, marginalized groups in West Africa, preferably Nigeria

Proven knowledge of international best practices of household economic strengthening for OVC and OVC caregivers.

At least 5 years proven experience in innovative value chain development or business models using best practices.

Proven experience in one or more of the following: market-driven economic development, private sector engagement, microfinance, village savings and loan associations (VSLA), micro-insurance, entrepreneurship development, and value chain linkages.

Fluency in English required, including report development, writing and editing. Strong desire for applicants with fluency in Hausa.

Strong management skills, with good understanding of relevant cross-cultural issues.

Previous experience in Nigeria, especially in Northern Nigeria.

Demonstrated experience in training, capacity building of partners and team members.

Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members required

Highly developed computers skills with strong familiarity with Microsoft Word and Excel are mandatory.

Candidate must be willing to travel and work throughout Nigeria.

Living Conditions/Environmental Conditions


The Economic Strengthening Advisor will be based in Kaduna and work from the Save the Children Office, Nigeria with frequent travel to the states of Kano, Sokoto, Bauchi, and Plateau.

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north east of Nigeria and causing displacement of thousands of individuals, Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by starting its humanitarian program in July 2014.


Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from humanitarian donors including OFDA, FFP, and ECHO the humanitarian program has been focusing on food assistance, non-food items distribution, protection, livelihoods support, WASH and capacity building of humanitarian response actors. Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.


All Mercy Corps interventions in Nigeria are implemented in a conflict and gender sensitive manner.


HUMANITARIAN PROGRAMS MANAGER


This position is contingent on funding”.


GENERAL POSITION SUMMARY:

The Humanitarian Programs Manager will be responsible for coordinating and implementing the delivery of humanitarian response programming that include livelihoods, cash, food, non-food items and wash interventions for families affected by conflict or unrest from both host and displaced communities. The position includes field leadership of humanitarian program, management of daily program activities and staff, ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results as well as engagement with senior management on the strategic direction of the overall emergency and recovery program. The post holder will represent Mercy Corps on state level humanitarian coordination platforms.


ESSENTIAL JOB FUNCTIONS:

Program Management

Oversee program start-up and ongoing program management and administration of teams across various field locations

Ensure that program implementation is responsive to communities, authorities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan

Ensure that beneficiaries are effectively targeted according to established vulnerability criteria

Develop and oversee program implementation strategies, including partnership frameworks, beneficiary targeting, distribution processes and capacity building of partners as needed

Initiate needs assessments, surveys and other data gathering tools to ensure that Mercy Corps has continued access to updated information and is able to address emerging needs in timely manner

Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate

Ensure program implementation is on time, target and budget, using effective M&E systems to achieve the desired impact

Create and maintain systems ensuring effective and transparent use of financial resources and timely, accurate and informative reporting in line with donor and Mercy Corps policies and procedures

Lead the program team in implementation of the humanitarian program.

Previous working experience in Africa required

At least 3 years of management, capacity building and field management experience.

Demonstrated success working effectively and respectfully with host country governments, private sector, INGO, NGO partners and other stakeholders in complex environments

Proven skills in finance and grants management; prior experience with emergency response grantmanagement for both private and institutional donors desired

Knowledge of SPHERE and other humanitarian programming standards

Successful and proven negotiation, communication and organization skills

Excellent oral and written English skills

Ability to work effectively with an ethnically diverse team in a sensitive environment

Fluency in Hausa is a plus

LIVING CONDITIONS:

The position will be based either in Yola, Adamawa state or Gombe, Gombe state, Nigeria and it requires frequent travel (60%) between field locations. Considering the frequent travel from/to different field locations, this position will require flexibility in terms of accommodation and logistics. Housing in the field will be in hotels or guesthouse where available. Security in the field locations require additional vigilance and accessibility will be reassessed continuously.


Access to good medical services in north east is limited. Phone communication, internet, electricity and water is available but might be erratic.


The location is currently being assessed for eligibility for hardship and R&R benefits and the intent is that these benefits will be in place at the time of hire. Given the nature of the humanitarian response, working hours require flexibility and working through weekends/evenings might be necessary.

OPERATIONS MANAGER


JOB DESCRIPTION

The Operations Manager is a member of the country’s senior management team and is responsible for enabling excellence in all operations functions in Nigeria including Procurement, Logistics, Assets, Fleet, Warehousing, and HR. S/he ensures effective systems that support strategy for healthy, robust and integrated functions of local team members.


ESSENTIAL JOB FUNCTIONS

Strategy and Vision:

Provide program support, coordination, supervision and monitoring designed to meet program objectives.

Contribute to the country strategic planning process and provide regular updates.


Personal Leadership:

Operations Management – Human Resources:


Ongoing development/review country or field office specific HR policies and with the HR team communicate to teams.

Ensure HR systems are implemented and ensure all HR policies comply with local law.

Oversee fair, transparent and timely recruiting processes and the HR database and tracking of team members.

Assist managers in implementing the performance review process and a fair and competitive compensation system.

Operations Management – Logistics:


Ensure timely, accurate processing and documentation of procurements and use of Mercy Corps’ Electronic Procurement System found in the Office in a Box; Chair tender openings as required.

Establish and maintain pipeline of supplies, overseeing the logistical aspects of the operation; oversee NFI, commodity storage and movements as needed.

Supervise the fleet management team and ensure systems to track maintenance, fuel usage and vehicle scheduling.

Liaise with finance to ensure compliance and payment schedules; maintain service contracts.

Coordinate logistics (non-program) aspects of material aid projects and associated shipments; manage importation and customs clearance elements. Oversee equipment registration, licensing and insurance, etc.

Operations Management – Administration:


Ensure Administrative systems are implemented as described in the Field Administration Manual.

Oversee set-up and development of Mercy Corps offices including drafting and reviewing contracts for office and housing space, leasehold improvements, IT.

Develop and periodically review country or field office specific policies and communicate them to teams.

Oversee database and file management for administration, procurement, logistics resources documents.

Oversee facility management, including housing and office leases; ensure that security standards are maintained at all premises.

Be responsible for any necessary expatriate visa and work permits.

Supervise IT System Administrator to ensure functional IT systems.

Ensure that Mercy Corps contracts and business transactions/relationships are transparent and in compliance with Nigeria law and Mercy Corps/donor policies.

Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively.

Knowledge of Mercy Corps systems and procedures (esp. procurement systems) desirable; M&E experience preferred and knowledge of US, EU and DFID regulations helpful.

Excellent negotiation and representation skills.

Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.

Excellent oral and written English skills required;

Ability to work effectively with an ethnically diverse team in a sensitive environment.

Job Title: Humanitarian Programs Manager

 Job Description
The Humanitarian Programs Manager will be responsible for coordinating and implementing the delivery of humanitarian response programming that include livelihoods, cash, food, non-food items and wash interventions for families affected by conflict or unrest from both host and displaced communities. The position includes field leadership of humanitarian program, management of daily program activities and staff, ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results as well as engagement with senior management on the strategic direction of the overall emergency and recovery program. The post holder will represent Mercy Corps on state level humanitarian coordination platforms.
Oversee program start-up and ongoing program management and administration of teams across various field locations
Ensure that program implementation is responsive to communities, authorities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan
Ensure that beneficiaries are effectively targeted according to established vulnerability criteria
Develop and oversee program implementation strategies, including partnership frameworks, beneficiary targeting, distribution processes and capacity building of partners as needed
Initiate needs assessments, surveys and other data gathering tools to ensure that Mercy Corps has continued access to updated information and is able to address emerging needs in timely manner

General Position Summary
The Capacity Building Coordinator will lead and deliver various trainings and other capacity building activities that aim to increase abilities of international and local organizations in Nigeria to better respond to humanitarian needs and improve the collection and dissemination of humanitarian information.

Essential Job Functions


  • Provide support to the INGO forum activities through the compilation of information and data related to training needs and opportunities. (Gap needs assessments, sourcing training providers etc.)

  • Develop work plan and activity budgets for INGO forum activities as decided by management and included in the narrative program proposal and Conduct necessary research pertaining to capacity building objectives

  • Mobilize INGO forum members for implementation of activities as necessary.

  • Prepare, organize and plan all aspects of trainings , workshops and events including desk research and logistics as defined by the narrative program proposal and decided by management

  • Identify and ensure proper adherence to Mercy Corps procurement processes when contracting service providers and partners both at national and international level in relation to activities to be implemented.

  • Prepare reports on activities and contribute to any other reports. ;

  • Work closely with the Monitoring & Evaluation Advisor to develop tools for monitoring the forum activities and report on indicators.

  • Represent Mercy Corps or INGO Forum as requested at meetings with local or international partners, community groups, local administration, government and INGO forum.

  • Participate and facilitate coordination and collaboration with other agencies.

Required Skills and Experience


  • Demonstrated skills in planning, organizing and reporting

  • 3-4 years of experience in project implementation, or work with local partners or in any role that included training and capacity building of staff or partners.

  • Bachelor degree in relevant field or equivalent Master’s degree is preferred

  • Ability to work under pressure

  • Strong interpersonal, intercultural and communication skills

  • Excellent oral and written skills and computer skills

  • Fluency in English; fluency in Hausa, other local languages is highly recommended.

EMD Advisor



 



Summary


  • The Economic and Market Development (EMD) Advisor is responsible for leading and supervising the economic development components of the program, including ensuring that economic aspects of conflict are adequately assessed, designing and supervising implementation of community-led economic and natural resource projects, and supporting business-led efforts to raise awareness of the economic costs of conflict and advocates for stability-enhancing policy change.

  • S/he provides technical leadership in the design and implementation of economic development activities using a market-led approach integrated with peacebuilding.

  • The EMD Advisor is responsible for ensuring that all economic projects are viable in terms of market realities, through conducting market assessments, and is also responsible for ensuring the quality of all infrastructure and other types of economic projects.

  • The EMD Advisor is also responsible for ensuring that all economic development and natural resource management projects are implemented in a conflict-sensitive manner and are helping to benefit both communities.

  • The EMD Advisor is responsible for ensuring that all projects adhere to Mercy Corps standards in terms of both quality and process.


Essential Job Function
Program Implementation:


  • Support communities through the design, planning, and implementation of economic and natural resource initiatives, including facilitating community discussions around market opportunities and livelihoods;

  • Engage local business partners and local experts in providing capacity building and guidance to community members;

  • Supervise construction companies and other vendors to ensure high-quality, timely, and culturally appropriate work in all project sites;

  • Supervise expert consultants tasked with providing oversight, such as engineers, to ensure high-quality and diligent performance;

  • Supervise training and capacity building workshops to ensure high-quality implementation of all joint activities;

  • Organize and supervise substantive clinics on economic and natural resource topics of relevance to communities in the Middle Belt;

  • Design and conduct market assessments to explore the economic viability of upcoming projects;

  • Conduct regular monitoring visits to all project sites to ensure quality and appropriate implementation of projects by communities in conflict, and provide regular reports to Mercy Corps Nigeria management on progress of all projects; and

  • Identify key business leaders in program areas and build and manage relationships with relevant business and policy leaders, in order to advance CONCUR research and advocacy goals.


Strategic Vision and Leadership
Critical to this role is adherence to the principles of a pro-poor market development framework and Mercy Corps Vision for Change and Strategic Framework. In particular the EMD Advisor will:


  • Provide technical leadership, guidance and development of good practice to interventions related to integrated economic development. Participate in development of relevant theories of change in the cross sector of economic development and peacebuilding in Nigeria;

  • Identify, document, and communicate the ideas, trends, and emerging capacities in Nigeria that fall in the intersection of integrated economic development and peacebuilding and the interests of partners in this space;

  • Create a roadmap for communities in conflict to manage joint economic projects that will benefit current and future programming across Mercy Corps, including creating guidance for management committees to oversee the projects in a locally-owned, sustainable manner; and

  • Ensure that women and youth are adequately represented in all project activities and that our economic and market development approach is both gender- and conflict-sensitive at all times.

  • Provide critical review and oversight to all process related to implementation of the economic and market development projects, and provide recommendations to Mercy Corps Nigeria leadership to ensure our programs are flexible and responsive to community needs.


Representation & Partnership Development:


  • Collaboratively identify and nurture strategic partnerships with appropriate private sector actors;

With current funding from OFDA, FFP, CERF and ECHO and ongoing opportunities from other donors, all Mercy Corps interventions in the Northeast are implemented with plans for scale-up.

  • The current funding opportunity’s goal in Gombe is to support economic opportunities, food security and protection among conflict-affected populations, and to strengthen the capacity of humanitarian agencies and the quality of information gathering in Nigeria.

  • The current funding opportunity’s goal in Adamawa is to provide a package of relief interventions designed to help conflict affected communities in central Adamawa meet their basic needs in livelihoods restoration, water and sanitation and protection. Expansion into other affected states is also planned for the humanitarian response team.


General Position Summary


  • The Driver will work within the Logistics department of Operational Support structure, committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries.

  • The Educating Nigerian Girls in New Enterprises (ENGINE) program seeks to improve the lives of marginalised adolescent girls aged 16-19 in Nigeria.

  • The project which is funded through a grant to the Coca-Cola Company as part of the UK Department for International Development’s Girls’ Education Challenge (GEC) is being implemented in Lagos, Kano, Kaduna, and the FCT. About 18,000 adolescent girls who are either enrolled in school or are currently out of school are the target beneficiary of the program.

  • The ENGINE program is being implemented by a consortium which includes Mercy Corps, Preston Health Care Consulting and the Nike Foundation.


General Position Summary: Background:

BA, S or equivalent in education, management, social sciences, international development or other relevant field.

A minimum of 2-3 years of experience in education, gender- focused, skills building program.

Experience managing large-scale secondary education or school to work and especially targeting marginalized girls or young women programs required. Prefer expertise in at least one of the following areas: accelerated learning programs, Islamic and community-based education targeting community acceptance of girl’s education, increasing economic assets through savings clubs and links to financial institutions. Experience using SMS for training or messaging preferred.

Experience working in a multi-organizational team international and national partners is a plus.

Experience with private-sector led initiatives and DFID strongly preferred.

Strong written and oral communication skills in English required, including report development, writing and editing. Hausa language skills preferred

Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

Experience working with ministries and government officials, Ministry of Education experience preferred.

With current funding from OFDA, FFP, CERF and ECHO and ongoing opportunities from other donors, all Mercy Corps interventions in the Northeast are implemented with plans for scale-up.
The current funding opportunity’s goal in Gombe is to support economic opportunities, food security and protection among conflict-affected populations, and to strengthen the capacity of humanitarian agencies and the quality of information gathering in Nigeria.
The current funding opportunity’s goal in Adamawa is to provide a package of relief interventions designed to help conflict affected communities in central Adamawa meet their basic needs in livelihoods restoration, water and sanitation and protection. Expansion into other affected states is also planned for the humanitarian response team.


Job Functions
Supervise program officers and assistants and provide support and training in all their activities. Assist in the development of their professional skills. Conduct staff evaluations as appropriate.
Ensure correct allocation of responsibilities within the team and that the program runs in an efficient and effective manner.
Coordinate activities daily with program officers and assistants.
Coordinate training plans with staff, identify training needs and develop, implement, and maintain training plan.
Assist management in identifying, planning, and addressing priority needs.
Ensure reports are prepared and submitted on time and are of an acceptable standard
Support with written and oral translation and report writing for program staff, as necessary;
Keep management informed at all times.
Track project impact, standards, and operational compliance.
Participate in meetings as assigned.
Stay abreast of project developments and needs
Manage the programme filing system.
Work closely with Monitoring and Evaluation team to plan and conduct monitoring and evaluation activities.
Visit program sites regularly to monitor and supervise program activities.
Represent Mercy Corps as requested at meetings with local partners, community groups, local administration.
Participate and facilitate coordination and collaboration with other agencies.
Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
