We are looking for a highly qualified Emergency Programme Manager for the DRC program in Yola, Adamawa State, Nigeria


Who are we?

DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict affected territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of protection assistance activities.


The Danish Refugee Council / Danish Demining Group (DRC/DDG) has been operational in West Africa since 1998. Our aim is to contribute to promoting peace and stability, protection and promotion of durable solutions to crisis-affected populations in the region based on humanitarian principles and fundamental human rights.


In 2015, DRC launched a new country programme in Nigeria focusing on responding to the huge humanitarian needs and challenges in the North East of Nigeria, and contributing to capacity building and to support local and national authorities. DRC operations will focus on meeting the basic needs (Protection, WASH, Food Security, CCCM, NFI and Shelter) of affected communities. DRC’s activities ensure that conflict-affected persons have increased access to basic needs and services via a community-driven process.

EMERGENCY PROGRAMME MANAGER


ABOUT THE JOB

This is a dynamic position managing programming in a complex and rapidly changing context. The Emergency Programme Manager is responsible for the Emergency Response and Preparedness programs in Nigeria. S/he will report to the Country Director while ensuring close collaboration with the Programme Managers, Head of Bases/Offices, Head of Finance and Admin, Logistic manager, Security Advisor and relevant counterparts at the Regional Office in Abidjan.


The candidate will travel within and outside of Nigeria for various internal and coordination meetings, trainings, workshops and other events.


DUTIES AND RESPONSIBILITIES

Provide overall leadership for emergency preparedness and response programming in Nigeria including programmed development, budget planning and management, recruitment and staff capacity building.


Ensure DRC’s active engagement with Federal, State and Local authorities and humanitarian actors in field of emergency preparedness and response.


Ensure that Emergency Teams are updated and equipped with knowledges and skills on humanitarian principles, standards and all DRC policy and procedures


Working together with other program managers, head of bases/offices, Head of Finance and Admin, Logistic Manager, Safety Advisor and relevant teams to carry out effective assessments and response


Assist DRC Nigeria Country Director, Head of Office Abuja and others in resource mobilization. This includes working closely with Regional Programme Development and Quality Assurance Manager.


Lead training and capacity building activities to build emergency preparedness and response capacities within DRC Nigeria and partners.


Work together with Head of Office Abuja, Country Director, Head of Finance and Admin in the development of quality project proposals for emergency preparedness and response


In consultation with Country Director and others, plan and oversee rapid needs assessment and guide the team to assess and address specific needs


Actively participate and contribute in internal programme review, strategy development, senior management team meetings and other events as necessary.


In collaboration with Regional Programme Development and Quality Assurance Manager and other international and national team members, ensure meeting standards, compliances


Ensure regular visits to the project sites in order to work directly with field team including Head of Bases/Office. This includes regularly pay monitoring visits and produce reports and share with others.


Represent DRC in various coordination mechanism such as State Emergency Management Authority (SEMA), National Emergency Management Authority (NEMA), Emergency Manager’s Discussions organized by INGO Forum, Working Groups related to NFI, Shelter, WASH, etc.


Responsible for ensuring quality progress reports are prepared on time


ABOUT YOU

To be successful in this role you must have:


University degree in International Humanitarian Law, International Development, International Relationship, Social Science, Management or relevant field


Minimum 5 years working experience in similar job at international level


Minimum 2 years working experience with refugees, IDPs, returnees in complex conflict context


Minimum 2 years’ experiences in the field of NFI, Shelter, WASH and demonstrated skills in planning and management of nonfood distribution


Experience in humanitarian policy advocacy works in conflict affected countries


Demonstrated skills in problem solving


Innovative, flexible and high adaptability skills in hardship locations


Excellent analytical skills, commitment to gender equality/equity


Demonstrated skills in application of humanitarian tools and standard in past works


Representation skills and excellent communication and reporting writing skills


Fluency in English (written and spoken) is essential


Working experiences with various donor funded projects especially ECHO, OFDA, DFID, FFP and other humanitarian donors


Working experience in UN funded projects such as UNICEF, OCHA, UNHCR, WFP


Willing to travel regularly to rural/remote project sites


Willing to live in shared accommodation with basic living conditions


Ability to work well in unstable security environments, and under significant administrative and programming pressures.


WE OFFER

DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is the end of March.

The United Nations Children’s Fund (UNICEF) – In September 2014 UNICEF began implementing a joint programme with UN Women on Women, Peace and Security (WPS) funded by the European Union (EU). The programme will support the Nigerian Government (Federal level), three Northern Nigerian States namely Adamawa, Gombe and Plateau and selected Local Government Areas (LGAs) to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings.


UNICEF is responsible for implementation of Component 2 of the programme, namely ‘to increase access to reporting mechanisms and protective services for girls and women affected by human rights abuses, including gender based violence, in 3 states of northern Nigeria”. This will entail enhancing avenues for reporting of child rights violation and Gender Based Violence in Plateau and Gombe States, strengthening access to and quality of services for children and women who have experienced violence (including gender based violence (GBV), abuse, neglect and exploitation and strengthening the information management system for collecting data on violations.


SOCIAL POLICY OFFICER – ABUJA


PURPOSE OF THE POSITION

Accountable for effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and budgeting towards the social sector and sustainable decentralization of social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment for children. Conducts data collection and analysis to fill information gaps and to strengthen capacity for advocacy for children’s rights, and to support the Millennium Development Goals (MDGs) and the World Fit for Children (WFFC) agenda.


Key Expected Results

Constructive dialogue and partnerships are established between international and local social policy stakeholders, to provide effective protective environment for the most vulnerable children, including progressive compliance of principal policy documents and legislation regarding all aspects of child rights.

Current information on state budget and spending patterns and decentralization status of social services are monitored and updated on an on-going basis to support advocacy for decentralization and universal coverage of essential services.

Decentralization of social services is made sustainable through adequate local support, keeping decentralized services both accessible and effective. Programme plans of action are developed for children at provincial and district/municipality levels; coordination between sectors are increased and links between different levels of government structures for policy implementation are strengthened.

Key Accountabilities and Duties & Tasks

Integrated Monitoring, Evaluation & Research Plan (IMEP)


Ensure that the Country Office and national partners use a well-prioritised and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution.


DUTIES & TASKS:

Make professional contributions to and provide technical assistance for the planning and establishing the major research, monitoring and evaluation objectives, priorities, and activities in UNICEF’s multi-year and annual IMEPs, in consultation with child-rights and implementing partners.

Likewise, support the development of UNDAF M&E Plans from a sound results-based programming process.

Identify the M&E objectives, priorities, and activities required for effective CO and partner Emergency Preparedness and Response Plans,

In humanitarian response situations, within the first month, draft and recommend a simple one-month data-collection plan to cover key data gaps as required for the initial emergency response, working in close collaboration with the humanitarian clusters partners.

After the initial humanitarian response, support management of the medium-term response with a revised IMEP.

Situation Monitoring and Assessment

Ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.


DUTIES & TASKS:

In coordination with other stakeholders, support the collection of Millennium Development Goal (MDG) and other key social development indicators (through MICS or other surveys) to improve national planning.

Support partners in the establishment and management of national statistical databases (e.g., DevInfo), ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews.

Develop a collectively Situation Monitoring and Assessment system owned by all key partners which supports the preparation of country level statistical and analytic reports on the status of children’s and women’s rights issues; and which allow, when opportunities emerge to influence developmental and social policies. To include technical support to global reporting obligations including national reports on progress toward the MDGs, and toward CRC and CEDAW fulfilment.

In humanitarian response situations, provide professional support for one or more rapid assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, working in close collaboration with the humanitarian clusters partners.

Programme Performance Monitoring

Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.


DUTIES & TASKS:

Provide technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual).

Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring, with special attention to humanitarian response.

Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

Evaluation

Ensure that UNICEF-supported evaluations are designed and implemented to established UN quality standards, and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.


DUTIES & TASKS:

Technically support programme partners to formulate Terms of Reference and evaluation designs of high quality, when relevant drawing on the know-how of knowledge institutions, in compliance with the organization’s programme evaluation policies and guidelines..

Monitor and ensure the quality of the field work and data management during the implementation phase, and the quality of the analysis and ease of understanding during the report writing phase.

Disseminate evaluation findings and recommendations to the intended audiences in user-friendly methods. In particular, to ensure that effective participatory feedback is provided to community and civil society stakeholders.

Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation. Most specifically, ensure that evaluation recommendations are submitted to the Country Management Team and follow-up actions recorded in CMT minutes. Submit electronic copies of all evaluations to NYHQ via the Evaluation Data Base web portal, with full accompanying documentation.

M&E Capacity Building

Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.


DUTIES & TASKS

Promote the awareness and understanding of the shared responsibility of M& E function among all staff members through communication, training, learning and development activities organization-wide.

In close collaboration with partners, ensure that an M&E capacity building strategy for UNICEF/UN staff national partners and institutions exists in the context of the IMEP, or UNDAF M&E plan.

Pay particular attention so the capacity needs of national partners such as professional evaluation associations will be strengthened by involvement in evaluation processes and possibly through specific capacity building initiatives.

Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF and UN staff have the basic knowledge and skills in understanding and applying new M&E policies, tools, methods to fulfil their responsibilities. Coordination and Networking

DUTIES & TASKS

Collaborate with Regional M&E Advisers and HQ Evaluation Office for overall coordination of priority research, monitoring and evaluation activities, especially those of regional scope requiring the coordinated effort of multiple countries.

Partner with the Regional Monitoring and Evaluation Adviser to ensure that current and accurate M&E data and results are included in regional reports, multi-country studies, and knowledge sharing networks.

Undertake lessons-learned reviews on successful and unsuccessful M&E practices and experience at the national level, and ensure they are shared as appropriate. Similarly, pay attention to M&E knowledge networks to identify innovations and lessons learned that may be relevant for the CO and partners to improve their M&E function.

The Polio EOCs were developed for the management of the polio epidemic and serve as a central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management.Representatives from NPHCDA, WHO, UNICEF, CDC, FMOH, McKinsey and Rotary are stationed at the EOCs hosted in key states. eHealth Africa is committed to assisting in rebuilding and strengthening overall health systems through innovative, sustainable, nationally owned programs with data driven solutions; eHealth Africa helped set up and runs the Polio EOC around Nigeria located in Abuja, Kano, Katsina, Sokoto,Kaduna, Borno, Bauchi, and Yobe States.To help achieve its mandate, eHealth Africa is currently seeking EOC Office Manager(s) to manage the EOCs. EMERGENCY OPERATION CENTER (EOC) OFFICE MANAGER


DESCRIPTION: The EOC Office Manager will be responsible for the daily operations and  shall providemanagement oversight  of the Polio Emergency Operations Center (PEOC), currently managed by eHealth Africa. Oversees all aspects of the EOC’s conduct and operations in accordance with company specific standard operating procedures. S/he represents eHA to external stakeholders ,ensures strong collaboration between eHA and relevant stakeholders who operate out of the EOC. S/he leads the business and resource developments efforts to support the strategic objectives of the EOC.


Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  Other duties may be assigned


Collaborates with Incident Manager (IM) and Development Partners to coordinate, plan, implement and institutionalize governmental emergency preparedness and response activities.

Develops and leads a robust process for strategic direction and assessment of activities that will enhance local readiness, inter-agency collaboration, and preparedness for all hazards that may impact public health.

Provides oversight of the Emergency Operations Center (EOC). Works closely and effectively with partners/clients, project team and outside consultants who use the EOC. Serves as a primary contact with partners/clients for all project related items.

Oversees all aspects of the EOCs operations and logistics management in accordance with company (SOPs), guidelines, budgets, timelines and contracts. Assists in supporting the overall EOC strategy.

Oversees the development and delivery of training to stakeholders on preparedness and responsemanagement.Provides technical assistance and training needs assessment to relevant stakeholders which include government officials and relevant community agencies and organizations.

Collaborates and coordinates with relevant government partners regarding logistical and communication support.

Identifies gaps and implement corrective action where appropriate by developing and implementing capacity building and training programs to address continuing and emerging challenges in Public Health emergency management.

Coordinates with Public Health and Emergency Management officials to ensure effective communication among emergency response personnel to strengthen Public Health emergencymanagement.

Organizes meetings and conducts training to relevant stakeholders where required. Facilitates and plans partners/client meetings as needed. Leads the set-up of internal partner/client teleconferences and/or meetings.

Maintains organisational procedures and responsible for resolving administrative problems/ inquiries in the EOC. Maintains and keep track of register of clients/partners who use the EOC.

Leads and manages EOCs administrative staff to ensure timely and effective completion of assignments and other tasks. Provides support for the coordination between emergency response and supporting agencies in the EOCs. Ensures that inter-agency coordination is accomplished effectively within the EOCs.

Provides support with project development and planning to ensure more efficient service and organization of the EOC.

Schedules, plans for, and documents regularly scheduled team meetings. Assesses  issues, offer resolutions to the team and then tracks implementation of resolution through to completion.

Contributes to the team effort by building and maintaining a team of high performing staff accomplishing related results as needed. Provides recommendations for hiring, performance evaluation, training, work allocation, and problem resolution.

Controls and monitors business expenses for the EOC. Monitors and coordinates accounting activitiesas appropriate, and prepares internal reports for management; participates in budget planning andmanagement, as required.

Assists with identification and selection of vendors. Generates work plan for vendor, defining and communication of timelines to ensure availability of vendor resources.   Identifies and resolves vendor issues.

Supervises administrative staff to ensure schedules and reports are accurate and timely; reports to the partners/clients on progress of various EOC activities.

Maintains office supply inventories and manages all technical equipment (printers, computers and projectors).

Establishes the appropriate staffing level for the EOC and continuously monitor organizational effectiveness to ensure that appropriate modifications occur as required. Conducts interviews and facilitates orientation, training, and mentoring on administrative processes and procedures for new staff working at the EOC.

Provides technical assistance and training needs assessment for relevant stakeholders.

Develops and maintain strategic partnerships with key stakeholders (government, partners and other non-profit organisations).

Assists the Project Manager, Polio EOCs with financial management and  ensures EOCs budgets and resources is adequately tracked.

BACKGROUND/PURPOSE OF THE CONSULTANCY

The nature of the conflict and the resultant displacements have caused a large and growing number of children separated from their primary caregivers.

It is estimated that there are over 20,000 unaccompanied and separated children (UASC) in the three States of Emergency. As the conflict subsides, it is envisaged that there will be mass returns of internally displaced persons.

Identification of all UASC, assessment of their care arrangements and reunification are urgent priorities.

The purpose of the consultancy (one for Borno and one for Yobe)is to support the UNICEF NigeriaCountry Office to scale up its emergency response programme related to unaccompanied and separated children (UASC).


Major Tasks to be accomplished:

Provide inputs into the action plan for sensitization, training (especially on Identification, Documentation, Tracing and Reunification and follow up) and coaching for state and non-state partners on case management of UASC based on capacity gaps and gaps and challenges inprogramme implementation

Coach and train officials of State and Federal Ministries of Women Affairs and Social Welfare and National and State Emergency Management Agencies on effective approaches to UASC in accordance with the action plan

Monitor programme implementation and provide support for UASC identification, registration, tracing, provision of alternative cars, reunification and follow up

Monitor and support placing of UASC under appropriate alternative care systems, with particular attention to the provision of care for high risk children i.e., children associated with armed groups, children born out of sexual violence etc.

Provide support to state and non-state partners for the operationalization of the Child Protection Information Management System (CPIMS) and Case Managements System

Monitor implementation of UASC project by UNICEF’s partners


MINIMUM QUALIFICATIONS

University degree in Social Science, Social Work, Social Development, Child Development or related field

Minimum two years’ experience in child protection, preferably with UN or NGOs

Experience in implementing systems of identification, documentation, tracing and reunification of UASC is desirable

Experience in delivering training to government and NGO partners

QUALIFICATIONS AND COMPETENCIES REQUIRED

An Advanced University Degree in Public Health/Nutrition, Pediatric Health, Family Health, Health Research, Global/International Health, Health Policy and/or Management, Environmental Health Sciences, Biostatistics, Socio-Medical, Health Education, Epidemiology, Health Economics or other health related science is required.

A minimum of 5 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal, neonatal and child health care, health emergency/humanitarian preparedness and health systems strengthening at the national or international level preferably in adeveloping country is required.

Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

Fluency in English and local working language of the duty station.

PURPOSE OF THE POST

BACKGROUND

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. PROGRAM BACKGROUND


IMC started operations in Nigeria with a focus on building the capacity of local health system and communities and ensure the provision of quality, accessible health and nutrition care for children under five years. The Government of Nigeria declared a state of emergency (SoE) in Adamawa, Borno, and Yobe states in the northeastern part of the country in 2013. Since the SoE was declared, there has been a significant increase of internally displaced persons in the northeast, approximately 1.7 million to date in Borno state alone. International Medical Corps launched an emergency response in Northeast to address the needs of the affected populations since March 2015.


WASH CONSULTANT


JOB SUMMARY

Under the supervision of the Emergency Program Coordinator, the main purpose of this consultancy is to lead technical implementation of WASH programming in Maiduguri and identify and help address WASH technical skills gaps in National programme staff. Following the needs assessment conducted in February/ March 2015, and subsequent proposals submitted to ECHO and OFDA, IMC secured funding for emergency WASH and GBV programs targeting IDPs in informal settlements/ host families and formal settlements/ IDP camps in Maiduguri. The WASH consultant support will mainly consist of providing technical guidance for the WASH program team and also providing assistance to the Emergency Programme Coordinator in the recruitment of subsequent and coaching of a national WASH Program Manager , Strengthening networks with key WASH stakeholders in Borno state (Ministry of water resources, UNICEF, RUWASA, etc). The consultancy will last for 2 months – starting January 1st, 2016 until February 28, 2016.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Management

Provide technical guidance to the WASH team to ensure ECHO and OFDA WASH project targets are met within the required timelines

Provide on-the-job training to the National WASH team with regard to Global WASH standards and approaches for WASH in emergencies (both hardware and software), including the use of water quality testing equipment and procedures (eg. delaqua KIT, pool testers, etc)

Work with the Emergency Program Coordinator in the recruitment, training and mentoring of a competent national WASH Manager

Work with support departments (logistics and finance) to assess available contractors suitability to work with IMC in the execution of WASH infrastructures (atrine construction, water point drilling, borehole rehabilitation, etc), and also support the WASH team in developing sound BoQs to guide the whole procurement process.

Conduct technical evaluation for bidders on infrastructure work (latrines construction, water points drilling and borehole rehabilitation, etc….) and lead on the supervision and follow up of contractors on WASH infrastructures under ECHO and OFDA projects.

Mobilise and train community volunteers to support WASH/ hygiene promotion activities at community level

Train the new WASH Manager on relevant WASH in emergencies/ hygiene promotion approaches and ensure progressive transition of responsibilities in close coordination with Emergency ProgramCoordinator/ Field Coordinator.

Conduct any needed further assessment to new areas in Maiduguri or other areas of expansion

Contribute to reporting and further WASH proposals development as and when need arises

Oversee/supervise WASH program implementation (ECHO/OFDA)

Work with the national WASH Manager and/or the Emergency Program Coordinator to prepare donor visits, accompany any visitors (including donors) to see and appreciate program activities progress and achievements on the ground

Ensure the Emergency program Coordinator is fully updated on progress and any challenges for the WASH program in Maiduguri

Coordination


• Actively represent IMC in the WASH in emergencies sector working group in Maiduguri, and train the new WASH Manager to progressively take on the coordination responsibilities.


• Ensure IMC WASH interventions are coordinated with the relevant WASH stakeholders at Maiduguri and ensure that IMC plays a leading role in the WASH sector working group in Maiduguri/Borno


Representation

• Participate together with the new WASH Manager in relevant WASH forums


• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct


Deliverables:

National WASH Manager recruited, and training, coaching and development plan in place to take up overall management of the WASH program by February 20

A progress report on key WASH activities under the OFDA project , initial completion date is January 31, 2016 ( should provide an update WASH activities completion plan in case of expansion)

Training report on WASH in emergencies training for National WASH Manager and the WASH team ( at least one 2 days training completed by February 20) and one training for community volunteers on water quality monitoring ( samples taking, use of pool testers, and proper analysis- only IMC staff for the analysis)

Progress report on ECHO WASH project activities and an updated completion plan for activities by February 20 ( Project expected to round up by April 30, 2015)

Overall end of assignment report highlighting key achievements, WASH program challenges, and recommendations on the way forward for a strong WASH in emergencies program for IMC in Maiduguri, Borno State.

Line Management and reporting:


The consultant reports directly to the Emergency Program Coordinator, who is his/her direct linemanager.


QUALIFICATIONS

SKILLS & REQUIREMENTS:


At least 5 years’ experience as WASH sector lead with an international organization in emergency settings (international assignment)

BSC Engineering, masters preferred

Familiarity with key donors in humanitarian operations (OFDA, ECHO, FFP, BPRM…)

Strong assessment and report /proposal writing skills

Strong program management skills and ability to relate to and motivate local staff effectively

Strong coordination skills (familiar with UN/OCHA, UNICEF, ….and cluster system/sector working groups)

Capacity to interface with Finance and logistics on matters related to contractors selection, and also organizational and donor procedures compliance

Capacity to live and work a very insecure environment with limited amenities (Maiduguri, Borno State, North East Nigeria)

Ability to exercise sound judgment and make decisions independently

Extremely flexible, and have the ability to cope with stressful situations and frustrations

Creativity and the ability to work with limited resources

Team player and strong communication skills, both oral and written

Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

This Returnee Community Focused Reintegration RCFR programme is organized according to the four main components enhanced in the NAM report:
The purpose of the Terms of Reference is for the engagement of a state level Consultant based in Cross River state to cost the identified projects along with an action plan to ensure access to safe and sustainable drinking water and sanitation for communities Bakassi Returnees in Cross River, Awka Ibom and Adamawa States.
The Consultant will work with the UNICEF WASH team to determine the scope of each intervention, guided by information on the proposed location, the target population and the tasks required for the achievement of results along with the resource requirements.
There is existing information on the intervention areas in the Report on Inclusive and Sustainable development for peace and stability along the Nigeria, Cameroon border.
Desk review of the WASH situation in camps of the Bakassi returnees in Cross River, Akwa Ibom and Adamawa States
develop the instruments for assessment;
rapid assessment to determine the number of affected communities, households per communities and the population;
work closely with the government partners in determining the water and sanitation needs and estimate the cost for rehabilitation/construction of water facilities and institutional sanitation facilities, where required;
prepare a detailed bill of costed quantities for new feasible water and sanitation
facilities;
develop the action plan along with the strategies needed to implement the identified activities. The template for the action plan will be finalized in consultation with the WASH specialist and should at the minimum include the list of activities, time line, estimated budget, implementing partner, monitoring indicators;
develop work plans with UNICEF WASH Specialist and submit monthly reports to him/her summarising activities and achievements against the agreed work plan using the approved formats for progress updates.

Job Description
Working to improve Nutrition in Northern Nigeria WINNN is looking for a communication specialist consultant to develop a Nutrition Behavioural Change Communication BCC strategy and implementation plan focusing on the Infant and Young Child Feeding component, which should be guided by a comprehensive, socio-ecological model for change. The BCC strategic plan should include a budget, and a respective M&E system and tools. Preparatory work for the BCC plan should include an inventory of current BCC strategies and materials being implemented by the programme, that can be specifically disseminated using community involvement: community volunteers CVs, IYCF support groups, Traditional and religious leaders, Fathers, Traditional Birth attendants , Mothers-inlaws, multimedia mobile units screening centres, Markets, etc and a platform of community media. The selected consultant will also be responsible for developing, adapting and pre-testing material and messages, and conduct trainings and capacity building of program staff.
Every single day, Nigeria loses about 2,300 under-five year olds and 145 women of childbearing age. This makes the country the second largest contributor to the under–five and maternal mortality rate in the world. Malnutrition is the underlying cause of morbidity and mortality of a large proportion of children under-5 in Nigeria. It accounts for more than 50 per cent of deaths of children in this age bracket. Working to Improve Nutrition in Northern Nigeria WINNN is a 6-year project funded by
DFID, which started in September 2011. The overall objective of the project is to reduce mortality through decreasing the incidence and prevalence of under nutrition in Nigeria with focus on Jigawa, Katsina, Kebbi, Yobe and Zamfara States. The programme is implemented by a partnership that includes UNICEF, Save the Children and Action against Hunger ACF. The overall object of the WINNN programme is to build the capacity of the state and LGAs to implement nutrition interventions as routine services through existing PHC structures and to use evidence-based advocacy to improve political commitment to and government funding for nutrition interventions. WINNN aims to improve maternal and child nutrition in Northern Nigerian through support to primary health care service providers for the implementation nutrition interventions as routine services through existing PHC structures, funded by the Government of Nigeria. Behaviour change communication (BCC), outreach and counselling are key activities for the project under the IYCF output. WINNN’s IYCF intervention promotes early initiation and exclusive breastfeeding for newborns and infants, continued breastfeeding for at least 2 years and optimal complementary feeding practices for young children. It targets the first 1,000 days, from conception to two years of age, which provides a window of opportunity to prevent child deaths and ensure healthy growth and brain development.
