HIV PREVENTION COORDINATOR


JOB SUMMARY

The prevention coordinator will ensure implementation HIV prevention programs in AHF supported health facilities, ensure adherence to SOPs, national guidelines and protocols.

He/she would facilitate the expansion and coverage of prevention program in line with approved program objectives.

Strengthen collaboration & partnership with CBO/ CSOs and other NGOs to enhance synergy


ESSENTIAL DUTIES AND RESPONSIBILITIES

Contributes to the development, implementation, monitoring and evaluation of programs aimed at Biomedical Prevention of HIV (including Testing and Counseling).

Coordinates the provision of community HCT outreaches according to acceptable protocols and in line with the national guidelines.

Scale up and strengthen the provision of HCT through provider initiated testing and counseling approaches (PITC).

Contributes to the design and implementation of approaches in other prevention strategies-including but not limited to Blood and Injection safety, Post exposure prophylaxis, HIV Testing and Counseling, and PHDP.

Ensures effective and strategic leadership for HCWs at heath facilities and partners within the continuum of care.

Support the design and implementation of prevention programs for MARP5 and other key populations (i.e. as female sex workers, Adolescent and young persons as well as PWID).

Contribute to the capacity building of HCWs and staff of CBO partners with respect to HIV prevention programs.

Provides technical assistance to health facilities, CBOs sub-partners on strategic program implementation.

Support and strengthen collaboration among CBO partners involved in HIV programs and promotes use of national and internationally recognized best practices and evidence-informed HIV biomedical interventions/services among AHF sponsored or supported programs in Nigeria.

Supports the process of developing/reviewing and adapting HIV Testing and Counseling, Blood and Injection safety, USP, PEP training curricula and other documents to meet appropriate audience.

Ensure effective data entry, manage and supervise the process of appropriate data collection at the facility and community using appropriate data tools for all HIV prevention programs.

Assist to ensure coordinated inventory management, performs a monthly stock count; and reports appropriately.

Represents AHF in strategic and technical partnerships-at the National, State and Local Government levels.

Perform other duties as maybe assigned as needed.

EDUCATION AND EXPERIENCE

A Degree in Public Health, Nursing or Health related discipline.

At least 2-3 years post NYSC experience in HIV testing and counseling, sexually transmitted disease prevention or treatment programs, including program planning, prevention program management.

Experience with managing CBO partners a plus.

Knowledge of minimum prevention package for Nigeria is highly essential.

Must be highly organized, committed and capable of effective multi-tasking.

Computer proficiency an added advantage


ART NURSE


JOB SUMMARY

The ART nurse assists the clinician in ensuring smooth implementation of the ART service delivery within the facility.

He /She will directly supervise the community HIV prevention programs. This position is crucial to the achievement of AHF Nigeria’s programmatic targets and objectives.


ESSENTIAL DUTIES AND RESPONSIBILITIES

In close collaboration with the facility medical officer, ensure the provision of quality, evidence based care in HCT-Prevention, ART, PMTCT and TB services.

Provides skilled nursing procedures (i.e dressing changes).

Administers-medication as ordered within the scope of practice of the licensee.

Performs phlebotomy and/or initiates intravenous Infusions as ordered.

Attends and participates in team conferences as requested.

May act as a team leader to assist with the provision and supervision of patient care.

Charts notes and medication administration according to protocol.

Provides patient and family education.

Exercises appropriate judgment and decision making skills.

Ensures the maintenance of patient confidentiality.

Reports significant changes in the patient’s physical status to the RN and/or to the medir.al provider.

Establish effective linkages and referral of patient within and outside the facility.

Ensure that all disseminated protocols are strictly adhered to by site staff.

Ensure accurate and timely documentation of all service provided.

Implement operational research protocol to answer important questions within AHF’s treatment and prevention programs

Any other duties designated by the supervisor


EDUCATION AND EXPERIENCE

University graduate in Nursing or its equivalent

At least one year post NYSC experience in HIV program management.

LABORATORY SCIENTIST/TECHNICIAN


JOB SUMMARY

To provide laboratory oversight in AHF supported sites and monitor adherence to standard laboratory protocols and guidelines.

Involved in training, support supervision, mentorship, and team building exercises for laboratory staff.

Directly supervises laboratory technicians and other lab personnel on routine lab assays, demonstrates experience in running the Cyflow (CD4+) Chemistry and Hematology machines.

Ensures implementation of laboratory services in line with approved QC/QA protocols at supported healthcare centres.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Participates in planning and overseeing, supervision and monitoring activities for the laboratory function for all sites;

Provides routine and basic laboratory services for PL HIV attending the health facilities as required;

Oversees laboratory services provision, ensures standard, and current practices are in place for maintaining high quality laboratory services including calibration, standardization and maintenance of automated or semi-automated instruments following established procedures.

Ensures compliance and Implementation of laboratory protocols for all lab technicians and assistance involved with the lab function; including maximizing the use of available resources.

Coordinates with all laboratory vendors(external contractors) and the sites to ensure that the process of handling patient samples and delivery of results is efficient and effective.

Participates in the development and replication of the AHF Nigeria laboratory protocols and practices at all affiliated healthcare centers.

Validates and reports, results of assays performed, delivers patients reports according to times indicated in policy and collection manual and ensuring strict adherence to safety procedures.

Participates in identifying training needs; capacity building, mentorship and team building exercises for laboratory staff;

Participates in inventory control management for laboratory supplies and reagents under AHF Nigeria for all sites;

Ensures the compilation of monthly laboratory inventory at the supported Healthcare centers

Performs other duties as assigned by the supervisor


EDUCATION AND EXPERIENCE


BMLS Medical Laboratory Science; AIMLS

A minimum of Three years post NYSC experience in a similar position.

Experience with handling semi or fully automated machines a must;

Must possess a valid license to practice as a Medical laboratory scientist

High analytical skills, quality control and basic knowledge of HIV laboratory monitoring.

Computer proficiency an added advantage.


DATA ASSISTANT


JOB SUMMARY

The Site Data Assistant will be responsible for all data reporting-related activities of the site programs in line with reporting requirements. This includes implementing M&E framework, maintenance of monitoring data collections systems at site.

He/she will also contribute to the design and assist the M&E Officer in conducting program assessments and evaluations to promote a culture of evidence-based decision making.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Support the development and strengthening of AHF Nigeria Monitoring and Evaluation Systems.

Manage and Update site level database and ensure timely reports to the country office

Ensure correct use of M&E tools at the site and outpost and logistics of tools.

Provide mentoring out-post facility and CEO’s to ensure that the data entered into the facility database are accurate, consistent and according to standard operating procedures

Ensure data are reported according to the approved dataflow and timelines and attend to any other duties assigned

Ensure all data are fed into open MRS, WEBPPR, Site database and state DHIS.

Daily entry of records into the Open MRS for effective storage and backup for effective monitoring and assessing the performance of client’s health and program at site level

Monitor the sites programs in the collection, analysis, reporting and use of output data for program improvement at site level

Supervise site level data reporting cycle to ensure high quality and complete data are sent to the country office on a periodic basis, or when required.

Any other duty designated by the supervisor.


EDUCATION AND EXPERIENCE

Degree in Medical Records, Computer Science, Statistics, Medical Demography or other related field.

Significant experience in data entry and data management.

Demonstrate competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.

Strong writing, editing, and formatting skills.

Demonstrate computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, SPSS or STATA

Basic data management and analysis skills.

Knowledge of electronic medical records systems and deployment of database systems for patient monitoring an asset.


LOGISTICS ASSISTANTS


JOB SUMMARY

The Logistic Assistant provides transport support services to all AHF Staff and Volunteers at the state as may be required from time to time.


ESSENTIAL DUTIES AND RESPONSIBILITIES


Provides transport support services to all AHF Staff and Volunteers at the state as may be required from time to time,

Ensures all AHF Vehicle policies are followed and enforced.

Maintains accurate and up to date records relating to AHF Vehicle use by filling vehide log book.

Purchase fuel, reviews the accuracy of cash memos and/or bill and submit same to finance dept. for payment.

Performs constant and routine check on project vehicle, reports any fault for necessary action(s).

Ensures AHF Travel Authorization/Request duly approved is in place before embarking on any official trip.

Any other duties as may be assigned by the supervisor.


BASIC REQUIREMENTS


Basic technical knowledge of automobiles, as he has to write reports on the working condition of the company transport means.

Good organizational skills in order to coordinate and see that all the employees are getting their transport on time.

Good knowledge of the terrain will be an added advantage.


EDUCATION AND EXPERIENCE

A minimum of OND or NCE.

Possession of a valid Driving license.

Over 3 years of driving experience in a reputable organization an added advantage.

Computer literacy an added advantage.


PHARMACISTS/PHARMACY TECHNICIANS


JOB SUMMARY

Works to ensure implementation of pharmacy best practices, quality improvement of pharmacy services, rational drug use, and logistics management of anti-retroviral drugs and drugs for opportunistic infections in assigned clinics and outposts.


ESSENTIAL DUTIES AND RESPONSIBILITIES


Answers questions and provides information to patients and providers on drug interactions, side effects, adverse drug reactions, dosage, and storage of pharmaceuticals.

Counsels patients on medication adherence.

Maintains established policies and procedures concerning quality assurance, security of controlled substances, and disposal of hazardous waste drugs.

Manages appropriate data collection, such as client name, prescribed medication and cost, to maintain pharmacy files, charge system, and drug inventory through mentorship of staff at clinics and outposts.

Performs a monthly stock count of pharmaceuticals at the clinic store and outpost stores;

Supervises the pre-dispensing of prescriptions for clients who are down referred to PHC sites;

Ensure completion and submission of accurate and auditable monthly drug reports from clinic and outposts.

Collaborate with the Pharmacist at the central office to ensure there is adequate stock of Pharmaceuticals at the sites.

Update Pharmacy Services Database on a monthly basis for assigned AHF sites.

Represent AHF Nigeria at State Drug Logistics Meetings organized by the Ministry of Health.

Any other duties as may be assigned by the supervisor.


EDUCATION AND/OR EXPERIENCES

Suitable candidate will be fresh graduate in Pharmacy or Pharmacy Technician Diploma of School of Health Technology with over 5 years of experience in HIV/AIDS Pharmacy Programs.

The fresh pharmacy graduate must possess a Pharmacy Bachelor of Pharmacy Degree

(B.Pharm.), with a valid license to practice as a Pharmacist.

The Pharmacy technician must possess a Diploma from the School of Health Technology with a valid license to practice as Pharmacy Technician.

Experience in logistics management of drugs, preferably in an NGO

Computer proficiency an added advantage.


SENIOR NURSING OFFICERS


JOB SUMMARY

The senior Nursing Officer would work closely with the clinician in ensuring smooth implementation of the ART service delivery within the facility.

Mentors and ensures the maintenance of patient confidentiality.

Supports the ART nurses to establish effective linkages and referral of patients within and outside the facility.

Supervise community program staff and ensure achievement of targets as well as timely preparation and dissemination of reports.

JOB SUMMARY

The ART clinician oversees the ART, PMTCT and prevention services of the AHF program at the facility level. This position is crucial to the achievement of AHF Nigeria’s programmatic targets and objectives.


ESSENTIAL DUTIES AND RESPONSIBILITIES

In close coordination with the facility medical staff, ensure the provision of quality evidence based ART PMTCT prevention and TB services.

Coordinate monthly patient care team meetings.

Ensure efficient management of AHF’s finances and provides complete timely and accurate reports.

Implement a continuous quality assurance and improvement program at the site level.

Ensure that all disseminated protocols are strictly adhered to by site staff.

Ensure accurate and timely documentation of all services provided.

Implement operational research protocols to answer important questions within AHF’s treatment and prevention programs.

Ensure quality off HIV treatment and TB service at the site.


EDUCATION AND EXPERIENCE

University graduate in Medicine

At least Two to Three years post NYSC experience in HIV treatment programs.

Experience in program management.

Experience with operational research and evidence based healthcare is an added advantage.

Must be highly organised and capable of effective multi-tasking

Assets/Office Equipment Management:

Ensure all office equipment, machines and tools are in good conditions at all times

Oversee the sourcing and purchase of office equipment from accredited vendors

In conjunction with IT, ensure the purchase, delivery, servicing and repairs of all IT related office equipment.

Office Building/Premises Maintenance:


Monitor the facility to ensure that it remains safe, secure, and well-maintained.

Ensure the office and the premises including the garden, lawn, lobby are clean, tidy and in a conducive atmosphere.

Ensure prompt disposal of all waste (Sewage, Septic, Drainage etc) in all locations

Liaise with facilities department to ensure all faults including electrical, carpentry, civil works and plumbing system in the office are worked on and resolved accordingly

Manage relationship with janitorial service providers to ensure the offices and branches remain in minty condition

Handle property related issues (Free Hold and Lease Hold) and manage relationship with all Landlords/Estate Managers and renew tenancies as and when due

Liaise with relevant government bodies to facilitate prompt processing of property related issues (Certificate of Occupancy, Land Use, local government fees etc)

In conjunction with facilities department ensure that facilities meet environmental, health, and security standards, and comply with government regulations.

Fleet Management:


Oversee the sourcing, purchase, leasing, allocation and maintenance of vehicles in the Company

Ensure all required registration documents are intact and are available when demanded

Ensure vehicles documents are valid at all times and renewals must be done a month to expiration of any statutory document

Manage, coach, counsel and motivate drivers and dispatch riders to ensure they are punctual and available for work at all times

Source for accredited auto-mechanics for the servicing and repairs of Company’s vehicles

Create a comprehensive database of all vehicles to keep a track on their locations and conditions

Ensure vehicles and drivers are available to staff who need to embark on official assignment

Control the maintenance and repairs of vehicles in order to reduce operating cost on vehicles

Devise a cost effective means of purchase of fuel in all company vehicles with the aim of guiding against waste and fraud

Advise Management on replacement and disposal of damaged and old vehicles.

Insurance Management:


Identify and work towards eliminating all risks that people are disposed to at work

Advise Managements on ways to insure all identified risks

Ensure company’s assets e.g Vehicles, Premises, equipments are duly covered under various insurance policies

Advise management in the sourcing of underwriters, insurance brokers/agents to ensure company’s assets are covered by approved insurance companies.

Facilitate the processing of all insurance policies including Motor vehicle insurance, Fire & Burglary insurance etc

Ensure all insurance policies are valid at all times and payments to insurance companies are timely settled

Facilitate the smooth processing of all claims by working closely with underwriters, loss adjusters and other third party agents for swift settlements of claims.

Vendor Management:


Source for vendors/service providers for all supplies and services

Maintain a comprehensive database of vendors to enable swift sourcing of service providers data

Ensure only registered and accredited vendors in their areas of expertise are sourced and contracted

Facilitate the prompt supply of water, diesel, fuel in etc

Ensure the Company comply with all statutory requirements by ensuring all utility bills (Electricity, Telephone, Waste etc) are settled to avoid disruption of work

Ensure prompt settlements of all local and state governments rates, fees, permits including payment for Adverts, Signages, Tenement etc.

Inventory Management:


Plan, administer and control budgets for contracts, equipment and supplies.

Oversee the purchase, storing and distribution of office supplies and equipment.

Maintain a comprehensive database of all store items, office equipment, assets etc.

Plan to avoid going out of stock by ensuring stocks are replenished at reorder level.

JOB SUMMARY / RESPONSIBILITIES


Basic Function:

With the Senior Technical Officer, the State Technical Officer (Clinical Services) will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the state level.


DUTIES AND RESPONSIBILITIES


Provide day to day technical and programmatic support related to Clinical Management of HIV/ AIDS, PMTCT, TB, RH/FP and integrated medical services at the facility level guided by strategies and approaches related to the implementation programs.

Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.

Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.

Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.

Provide technical assistance to M&E officers of SACA/SASCP in integrating FHI 360 data into the national HMIS.

On a monthly basis, analyze state-level data and provide approved reports to State Office, National Office and local partners or other relevant parties.

Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.

Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

Represent FHI 360 and makes presentations at professional meetings and conferences related to Monitoring and Evaluation.

Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; be alert to any implication of such research for project and program activities.

Perform other duties as assigned.

How To Become A Pharmacist


Many students these days are pursuing a career in pharmacy. And I can’t blame them. Some advantages of becoming a pharmacist are:


1) Starting salary can be anywhere from $75,000 to $150,000 depending on location and need


2) A pharmacist’s work schedules are flexible. You can work 7 on and 7 off, work during the evenings or work the usual 9-5 job


3) You will come out with less debt compared to other health professional schools.


4) You can become a fully-fledge licensed pharmacist in your early 20s and do not have to complete a residency


5) You won’t have to deal with blood


There are many other advantages to becoming a pharmacist. Above are just a handful of them.


Now, how can you become a pharmacist?


If you are in high school and are interested in pharmacy school, I recommend that you take a look at a few 0-6 years program schools. This program works this way. The high school student applies into this program. As long as the students get the minimum grade point average (GPA) and SAT scores they should be able to get into the program. An interview may be required at some schools, so please check with each individual school. After 2 years of pre-requisite coursework with high marks, the student then proceed into the pharmacy school, where they complete either 3 or 4 years of pharmacy school coursework. Once completed, the student can opt to a 1 year residency or could go out and practice pharmacy immediately.


The shortest 0-6 years program school is University of the Pacific’s (UOP) School of Pharmacy located in Stockton, CA. They offer a program that is as short as 5 years.

SUPPLY CHAIN ADVISER


JOB DESCRIPTION

The applicant will be responsible for the DFID funded Maternal Neonatal, and Child Health Program in Nigeria. The program covers six states in Northern Nigeria and in addition to providing and strengthening MNCH services, will also include routine Immunization.

The Supply Chain Adviser will support strengthening of the health commodities supply chain and ensure delivery of program health commodities.

The applicant will support the vaccines logistics and supply chain management activities for the MNCH2 program.


DUTIES AND RESPONSIBILITIES

Advise and guide MNCH, SMOH, Government of Nigeria, and other stakeholders on supply chain issues, best practices, policies, innovations, and performance.

Provide leadership and guidance to State Logistics Coordinator in each of the program states on addressing health commodities supply chain challenges and issues.

Provide support for the design of a strategy for integrated supply chain systems capable of managing all health commodities (essential medicines, MNCH, FP/RH commodities, vaccines, etc.).

Provide overall technical support and leadership on institutionalizing/strengthening Drug Revolving fund in the state.

Provide overall technical guidance on procurement activities of the state including monitoring of procurement performance in such a way to forestall stock outs of essential medicines, MNCH, HTSP/RH and vaccines in collaboration with the vaccine/H TSP Adviser

Coordinate the assessment of existing supply chain and logistics systems in all the states, identify gaps and weaknesses, and develop Standard Operating Procedures (SOPs), policies, guidelines, and procedures to build capacity and promote sustainability.

Coordinate with the projects M&E team to ensure that logistics related data is effectively captured throughout the supply chain.

Coordinate with other projects and donors (including DFID, USAID, Global Fund, GAVI, etc.) on service delivery, commodities supply chain and logistics strengthening.

Work with state logistics officers to identify needs for technical assistance to state and local level health institutions.

Ensure best practices and lessons learned are shared across the states.


REQUIREMENTS/QUALIFICATIONS

A Degree in Pharmacy or Medical Laboratory Science.

A Master’s degrees in Public Health will be an added advantage.

Minimum 8 years of experience in health commodities logistics and supply chain management.

Knowledge and experience in MNCH, reproductive health, family planning routine immunization, and other health programs.

Experience in capacity building and training of logistics and health facility staff.

Experience working in Northern Nigeria, particularly in Kano, Kaduna, Kastina, Jigawa, Yobe and Zamfara.

Demonstrated ability to work with government staff at multiple levels including the state and local community levels.

Provide technical support related to the laboratory services and management component of HIV/AIDS care and treatment program.

B.Sc in Laboratory Sciences or related field with 5-7 years post national youth service experience and a minimum of 3 years experience in provision of laboratory support for HIV/AIDS.

Or Master degree in Laboratory Sciences or related field with 3-5 years post national youth service experience and a minimum of 3 years experience in provision of laboratory support for HIV/AIDS.

Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.

TECHNICAL OFFICER – LOGISTICS


JOB DETAILS

The Technical Officer (HSS & Logistics) will assist the Senior Technical officer Logistics in the development of FHI 360 in-house capacity among the various departments, implementing agencies (IAs) and all tiers of government in all aspects of logistics and supply chain management of health commodities.

He/She will provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence based data from the Logistics management information system, to reduce stock-outs, lower costs and eliminate wastage


JOB SUMMARY / RESPONSIBILITIES

Provide TA and capacity building to all tiers of the government of Nigeria and to FHI 360 to strengthen national systems for procurement and supply chain management of health commodities

Provide Logistics support to State offices focusing on reporting, distribution, shipping, storage and warehousing of commodities

To provide technical coordination in product selection, quality assurance, receipt of commodities and efficient storage and distribution systems.

Work with the STO Logistics to direct outgoing or incoming health commodities distribution activities of FHI 360; ensure health commodities or supplies are shipped, distributed, or received in an efficient manner and ensure that all required inventory checks are conducted and all variances reconciled.

Work with the STO in developing, maintaining and improving a logistics management information system and an electronic inventory control system of stocking and tracking commodities

Support the STO in the development of warehousing and distribution budgets Conduct periodic visits to facility warehouses to follow-up on all warehouse related matters such as the environment, sterilization, refrigeration etc. and generate reports to management and other stakeholders.

Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily and report any issues arising to the STO

Work with the STO in designing coordinated systems for FHI 360 to transport health commodities report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate wastes and lower costs.

Ensure that all distribution documentation for health commodities in FHI 360, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.

Ensure FHI 360’s compliance with legal guidelines, Nigerian, US and any other funder’s export and import controls, contracting principles, sourcing and price/cost analysis requirements and report all actual or potential variance to the STO.

Perform other duties as assigned.


QUALIFICATIONS/REQUIREMENTS

MPH or MS/MA in relevant degree with at least 3- 5 years post national youth service experience with at least 1 year experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Or B Pharm, BS/BA in Logistics, Pharmacy, Microbiology, Biochemistry, or any relevant field with 5 to 7 years post national youth service experience managing a PSM cycle, including rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

Support the STO HSS in collaborating with the relevant federal, state and LGA departments/agencies and other partners to develop innovative technical strategies, tools and systems to strengthen health systems at all levels.

Support the STO HSS to provide on behalf of FHI 360, inputs/technical assistance to GON, FHI 360 partners and IAs on health systems strengthening and laboratory policies, strategies and proposal development processes.

Work with the STO HSS in contributing to the development of FHI 360 Nigeria’s health systems strengthening strategy and work plans that clearly address the WHO HSS building blocks.

Develop and implement framework for capacity development for the different departments in the design and implementation of evidence-based health systems policies and practices related to their technical programs and units.

Perform other duties as assigned.


QUALIFICATIONS:

MB.BS/MD/PHD or similar degree with 1 to 3 years post national youth service experience with at least 1 year’s progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.

MPH or MSc. in related degree with at least 3 to 5years post national youth service experience with at least 3 years progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.

Experience in health systems analysis, health financing (including budgeting and health accounts), human resource for health (including workload analysis), and service delivery required.

Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

knowledge of health and development programs in developing countries in general and Nigeria specifically.

Familiarity with technical and health management approaches relevant to the work of the National AIDS & STI Control, National TB Control Programs, National Malaria Control Program and RH especially at the state, LGA and community levels.

Knowledge of the key principles and approaches to health systems strengthening.

Working knowledge of scientific literature related to reproductive health, HIV prevention and treatment, and other infectious diseases.

ASSISTANT TECHNICAL OFFICER – MONITORING & EVALUATION

JOB SUMMARY / RESPONSIBILITIES:

Work with the AD Core M&E and Special Projects to ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

Prepares and sorts source documents, and identifies and interprets data.

Brings to the attention and knowledge of the M&E team, issues that need to be resolved such as inconsistencies or missing data, outliers etc.

Support the data management, analysis and quality management-related initiative undertaken by M&E officers at the country office. In particular provide support in the development and/or adaptation of M&E tools and monitoring of the day-to-day use.

Supports the portfolio responsible for database management and software development to maintain high standards of performance in all M&E activities

Assist in the development and maintenance of computerized data capture of the program and provides technical assistance to users. Facilitates deployment and use of Electronic Medical Records system at FHI 360-supported sites.

Provide supports for the development of scientific articles for publication

Represents the directorate at various inter-departmental forums as directed by the Director of M&E

Work with the AD Core M&E and Special Projects to document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

Design and creation of data analysis and Geographical Information Systems products e.g. maps, digital data, reports and statistics.

Administration of dhis2 for collection and management of project data.

QUALIFICATIONS:

MBBS, BDS or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with at least 1 year relevant experience in Monitoring and Evaluation or data management. A post graduate degree in public health or related discipline will be an advantage

Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.


TECHNICAL OFFICER – MONITORING & EVALUATION

Job Summary / Responsibilities:

Work with the country office, zonal-level M&E staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements with respect to GHI programs.

Provide support to the sites in the zones and state offices, including interacting with site and Disease Program Managers, M&E focal points, M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP, NMCP/SMCP and other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.

Work with zonal and state offices and local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

Contribute to the design and technical development of monitoring and evaluation initiatives at national and state level. Provide related capacity building support at zonal and state level.

Conduct routine monitoring visits to zonal and state offices and project sites, including the conduct of data quality assessments (DQAs) using official tools; assist in the preparation of monthly reports, and provide supportive supervision.

Help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions.

Assist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the zonal offices responsible for data entry and management. Provide technical assistance to M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP and NMCP/SMCP in integrating FHI data into the national HMIS.

FINANCE ASSISTANT

JOB SUMMARY / RESPONSIBILITIES:

Assists in the accurate keeping of all books of account for the project, including maintenance of the checking account, equipment and supply registers and all accounting records.

Supports the Accountants in the review of all payment requests and determines the propriety and accuracy of all expenditures.       Assures completeness of supporting documentation and coding in accordance with FHI360 policies and procedures.

Supervises the cashiers in the preparation of payment vouchers; attaches supporting documentation and writes checks and submits for review by Country Office Accountant and Associate Director of Finance.

Prepares workshops schedule/payment to participants and retire same for review by the Financial Accountants.

Carries out all FHI360 banking transactions such as cash/check lodgments, collect bank statements and bank confirmation

Prepares bank reconciliations for review by the Country Office Accountant.

Manages the Petty Cash Imprest Account for the Abuja National Office. Prepares and submits request for replenishment of imprest petty cash account and ensures proper coding and recording of all petty cash expenses.

Assists the Accountants in preparation of monthly and annual financial reports, including financial status of subprojects account activities with accompanying bank documentation and receipts.

Assists the Accountants in tracking travel advances to ensure that they are retired on a timely manner.

Responsible for the filing of payment vouchers, supporting documentations, workshop and travel retirements


QUALIFICATIONS:

University degree or higher diploma in Accounting, Finance and Business Administration or its recognized equivalent

Minimum of 3 years experience in accounting related to NGOs and community level programs, with increasing responsibility.

Experience must reflect the knowledge, skills and abilities listed above

Proven ability in accounting for medium to large, multifaceted programs

Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance

Well developed computer skills
